Social Integration State Agency (SIVA) provides state-funded social rehabilitation services. Social rehabilitation is an active and dynamic process during which a person with functional impairments acquires knowledge and skills to increase their capacity to improve their functioning and reduce limiting barriers, as well as to achieve maximum social functioning abilities. Social rehabilitation also emphasizes psychosocial support to help individuals overcome psychological barriers, provide support and raise self-esteem, and motivate them to actively participate in improving their quality of life. The duration of social rehabilitation services can range from 14 to 21 days.

Rehabilitation for persons with functional impairments

Persons with functional impairments of working age or beyond working age, if they are working, are eligible for a 14-day social rehabilitation course after completing state-funded medical rehabilitation in an inpatient or day care facility:

  • if the functional impairment caused by the illness is at the activity and participation level according to the International Classification of Functioning, Disability and Health;
  • if the medical institution has recommended social rehabilitation in the discharge summary after completion of medical rehabilitation.

If medical rehabilitation is received during the subacute period, the person is granted the service on an urgent basis.

The service can be received in the presence of an accompanying person only if:

  • the person with functional impairments has a statement on the need for special care;
  • the person has limited legal capacity, which requires supervision and care.

Rehabilitation for persons with foreseeable disability 

Persons with a foreseeable disability can receive a 14-day social rehabilitation course if the need for social rehabilitation is specified in the individual rehabilitation plan approved by the State Medical Commission for the Assessment of Health Condition and Working Ability (VDEĀVK).

Rehabilitation for the politically repressed and victims of the Chernobyl disaster 

Politically repressed persons and victims of the Chernobyl disaster are eligible for a 21-day social rehabilitation course once a year.

In all cases, the rehabilitation process depends on the person’s individual needs.
